Linda Allan, executive vice president at NCI Information Systems Inc., announced she will retire as the Reston, Va., company's No. 2 in command. Allan will continue as a consultant to NCI and other companies.Brian Strosser joined DLT Solutions Inc. as vice president in the Herndon, Va., reseller's new Enterprise Data Management Division, formed to bring together three teams under one leader. Strosser most recently was director of U.S. public-sector channels and emerging markets at Network Appliance Inc.David Kriegman joined TechTeam Global Inc. as president of its subsidiary, TechTeam Government Solutions Inc., of Chantilly, Va. He replaces Dennis Kelly, who left to become chief operating officer at A-T Solutions Inc. Kriegman most recently was president of Command Federal Inc.Tom Ridge, former secretary of the Homeland Security Department and governor of Pennsylvania, was named to the board of directors of Cernium Corp., of Reston, Va.Abdul Rana joined Artel Inc., a managed network services provider in Reston, Va., as vice president of strategic operations. Rana most recently was chief technology officer at SkyBitz Inc.Burton Levenson joined Pragmatics Inc., of McLean, Va., as business development vice president of the federal information technology provider's systems engineering and management division. Levenson most recently was business development director for STG Inc.'s National Security and Foreign Affairs Sector.Bob Davis was named vice president of Lockheed Martin Corp.'s new Enterprise Solutions-Civil operating unit at its Enterprise Solutions and Services business unit in Seabrook, Md. Davis will lead the company's contract efforts for civilian government programs. He most recently was program management vice president at Maritime Systems and Sensors Co.Zachary Bertamini, Len Clark, Erik Peterson, Ann Vierbuchen and Carrie Winterbottom joined Force 3 Inc., of Crofton, Md. Account executives Bertamini, Brewster and Winterbottom will focus on the Air Force, the Defense Department and DOD health care, and special programs in the federal government, respectively. Bertamini comes to Force 3 from customer service at iCore Networks Inc. Clark, as DOD and DOD health care account manager, will also be based in San Antonio. He most recently was a regional manager at Hewlett-Packard Co. Peterson, now senior voice engineer for Force 3's systems services team, most recently was a senior technologist at AAC Inc. Vierbuchen, a former director and project manager at Peak Technologies Inc., takes on project manager duties for Force 3's systems services team.Joseph Visinski joined Hughes Network Systems LLC, Germantown, Md., as senior director of the broadband satellite network services provider. Visinski most recently was business development director for military satellite communications systems at L-3 Communications Inc.Paula Richardson joined SGIS Inc. as associate vice president of the San Diego company's space systems division, West Coast operations. She will oversee the Pasadena, Calif., office on all programs and projects that support NASA's Jet Propulsion Laboratory.
