CACI International Inc. ofArlington, Va., continued expandingits footprint in the federal intelligencearena with the purchase of servicesproviders Dragon Development Corp.(DDC) of Columbia, Md., and AthenaInnovative Solutions Inc. of Arlington.Terms were not disclosed for eitherdeal.DDC's core business areas are systemsand software engineering; operationsresearch and systems analysis;advanced research and developmentsupport; and program, business andacquisition management.Athena's expertise lies in five coreareas: human intelligence, counterintelligence,counterterrorism, all-sourceanalysis and strategic policy development,CACI said.BEA Systems Inc. of San Jose,Calif., rebuffed Oracle Corp.'s offer tobuy the company for $17 a share, orabout $6.7 billion.An agreement with BEA's largestshareholder, Carl Icahn, to provideconfidential business information willshow that Oracle's offer "significantlyundervalues the company," BEA saidin a written statement.The company did not rule out asale, presumably at a more advantageousprice.Blackwater Worldwide LLC ofMoyock, N.C., bought Backup TrainingCorp., a provider of law enforcementtraining tools. Terms of the deal werenot disclosed.Gestalt specializes in mission-criticalcommand, control, communications,computer, intelligence, surveillanceand reconnaissance systems.William Loftus, Gestalt's presidentand chief executive officer, will play aleadership role in Accenture's PublicService operating group.Raytheon Co., of Waltham, Mass.,closed its purchase of OakleyNetworks Inc., a provider of cybersecurityand data leakage-preventionsystems. Terms were not disclosed.Salt Lake City-based Oakley willoperate as Raytheon Oakley SystemsInc. and be part of RaytheonIntelligence and Information Systems,of Garland, Texas.SAP AG is buying YasuTechnologies Inc., of Santa Clara,Calif., for an undisclosed amount.Yasu sells business rules managementsystems, which SAP plans to useto extend the business process managementcapabilities of its NetWeaverenterprise software platform.ATS Corp. will buy applicationdevelopment services providerNumber Six Software Inc., of Vienna,Va., for $36 million.ATS, based in McLean, Va., saidthe acquisition will boost its informationtechnology services offerings andadd new customers in the governmentand commercial markets.Kratos Defense and SecuritySolutions Inc. plans to acquireHaverstick Consulting Inc. for about$90 million in cash and stock.Kratos, based in San Diego, specializesin national defense and security,and company officials said theacquisition will broaden its reach inthe defense market.Haverstick provides engineering,logistics, suborbital rockets and rocketlaunch support services and otherprofessional services to the federalgovernment.
