Dog days of summer or not, the business of buying and selling in the federal marketplace goes on, and that includes changes at the top.

The big dog of federal buying, the General Services Administration, named Fred Schobert to the newly created position of chief technical officer at the Federal Acquisition Office's Integrated Technology Services office.

Schobert, former Networx program manager, also will be the agency's director for IPv6 transformation, charged with determining IPv6 compliance of GSA products.

Bert Notini, chairman of Apptis Inc.'s board of directors, was named chief executive officer of the IT services and solutions company. Until Aug. 7, Notini was president and chief operating officer of voice infrastructure solutions provider Sonus Networks Inc.

The Homeland Security Department's loss is SRA International Inc.'s gain. Charles Brooks, former DHS Science and Technology Directorate legislative affairs director, is now SRA's vice president of government affairs. He will manage company relations with federal agencies and lead the company's political action committee.

Three Perot Systems Corp. executives climbed another rung on the career ladder at the IT services and solutions company. Russell Freeman leaves behind chief financial officer duties to become chief operating officer.

No longer vice president and director of corporate development, John Harper advances to the CFO slot.

And Peter Altabef, the company's president and chief executive officer, will expand his responsibilities by joining the executive committee of the board of directors.
