L-1 Identity Solutions Inc., formed when the Viisage-Identix deal closed Aug. 29, is planning to acquire SpecTal LLC for $100 million.SpecTal, Reston, Va., provides consulting services to intelligence agencies and also offers training and technology development services. SpecTal is expected to have about $60 million in 2006 revenue.The acquisition will strengthen L-1's federal government presence, the company said in a statement.WebMethods Inc., Fairfax, Va., has signed a $38 million definitive agreement to buy Infravio Inc., a privately held business integration and optimization software company.Infravio of Cupertino, Calif., offers services-oriented architecture registry and governance solutions.In August, WebMethods acquired Cerebra Inc. of Carlsbad, Calif., a privately held company that develops metadata management software.Science Applications International Corp. has completed its acquisition of bd Systems Inc., an aerospace engineering and IT services company. Terms of the deal were not disclosed.The acquisition weds bd System's engineering and IT expertise with SAIC's technical and operational presence in the aerospace market.SAIC will maintain bd Systems of Torrance, Calif., as a subsidiary in its Space and Geospatial Intelligence Business in Chantilly, Va.Qwest Communications International Inc. of Denver completed its $107 million purchase of OnFiber Communications Inc., a fiber-optic telecom services company.Qwest bought OnFiber of Austin, Texas, to enhance its national presence and accelerate its growth of key products, such as Ethernet, a Qwest official said.
