Former Air Force Lt. Gen. Harry Raduege Jr. was elected vice chair of the executive council of international standards group Network Centric Operations Industry Consortium. Raduege is a member of the strategic business relationships team at IBM Corp.

William Schrader, president and CEO of Synchris Inc., Sterling, Va., added chairman to his title. Schrader joined the company in February.

Former Navy Medical Service Corps official Thomas Yancoskie joined Dynamics Research Corp., Andover, Mass., as Defense Department Medical program manager of DRC's new federal solutions group in Vienna, Va.

Lt. Col. Robert Bean is the new product manager of the Army Distributed Learning System in Newport News, Va. Bean will oversee daily operations of acquiring, deploying and maintaining a worldwide, distributed learning system.

Former Air Force assistant secretary for installations, environment and logistics Nelson Gibbs and former Rep. Jim Slattery (D-Kan.) were elected to the board of trustees of Aerospace Corp., El Segundo, Calif. Former Air Force Lt. Gen. Donald Cromer was elected chairman of the board.

Gregory Capella joined InfoPro Inc., McLean, Va., as executive vice president and COO. Most recently, Capella managed a portfolio of financial lending products and worked with U.S. and international banks for CGI Group Inc.

Arthur Morrish joined L-3 Communications Inc. of New York as vice president and CTO for the company's products group. Morrish most recently was director of tactical technology for the Defense Advanced Research Projects Agency.

Marcus Collier was named group president of Fairfax, Va.-based Anteon International Corp.'s systems engineering group, which provides services and IT solutions to the Homeland Security Department, Marine Corps, Missile Defense Agency and Navy.

Edward Zander, chairman and CEO of Motorola Inc., was elected chairman of CEO policy advocacy group Technology CEO Council in Washington. Zander succeeds Intel Corp. Chairman Craig Barrett.

Robert Klein joined the health services practice at BearingPoint Inc., McLean, Va., as senior manager responsible for the business development of universities. Klein most recently was with Cost Allocation.

Scott Miller was named CEO and president of Sophisticated Business Systems Inc. of Dallas. Miller was chairman and CEO of AMX Corp., which he founded in 1982.

V. Joseph Broadwater Jr. was named senior vice president of the national security group at Analex Corp., Alexandria, Va. He will lead programs for the Army, Missile Defense Agency and intelligence organizations. He most recently was with Science Applications International Corp.

Karen Zucker joined immixGroup Inc., McLean, Va., as a director. Zucker, most recently at PeopleSoft USA, will provide immixGroup technology clients with guidance, training and outsourced government management services.

Gerald Buckwalter, director of homeland security for Northrop Grumman Corp., was named to the advisory board for the University of Maryland University College Graduate School of Management and Technology. He will advise the IT Systems department in shaping the university's most recent degree concentration in homeland security.

Former TSA assistant director Justin Oberman joined Crestview Capital Funds of Crestview Capital Partners LLC, Northbrook, Ill., as senior analyst for homeland security, transportation and related industries.

Former Homeland Security Department deputy secretary James Loy was named to the corporate advisory board of Sigaba Inc., Reston, Va. Loy is a senior counselor at the Cohen Group in Washington.

Former U.S. Customs Service Commissioner George Weise joined Booz Allen Hamilton Ltd., McLean, Va., to lead business development in international trade facilitation, trade and supply-chain security and customs.

Courtney Banks joined Raytheon Co., Waltham, Mass., as vice president of homeland security for the intelligence and information systems business in Arlington, Va. Banks comes from Lockheed Martin Systems Management Corp., where she most recently was director of homeland systems solutions and screening partnership program business units.

Former Defense Contract Audit Agency Deputy General Counsel Kelly McBride joined Cherry, Bekaert and Holland LLP of Atlanta as partner in the firm's government contractor services group in Vienna, Va.

Steve Opel joined Anaheim, Calif.-based Interstate Electronics Corp., a wholly owned subsidiary of L-3 Communications Corp. of New York, as senior program manager for IEC's Air Force programs. Opel most recently was the Air Force Materiel Command's representative to Scott Air Force Base, Ill.

Gary Higgins was named chief technology officer of IT business at Apogen Technologies Inc., a wholly owned subsidiary of QinetiQ North America in McLean, Va. Higgins most recently was corporate vice president and chief engineer at Apogen.

Lee Buchanan, former assistant secretary of the Navy for research, development and acquisition, and deputy director of the Defense Advanced Research Projects Agency, joined EDO Corp. of New York as sector vice president to lead the company's electronic warfare operations.
