Pair to be DOD business agency's lead acquisition executive

The Pentagon has named Army Maj. Gen. Carlos D. Pair as its lead business systems acquisition executive for the recently formed Business Transformation Agency. Pair is the former chief of staff for the U.S. Transportation Command at Scott Air Force Base, Ill.

Pair, who graduated from Jacksonville State University in Alabama, has held a range of supply, maintenance, transportation and personnel management positions in the Army.

Earlier this month, DOD established the Business Transformation Agency to centrally manage 18 of its largest departmentwide business programs. In addition, the BTA will oversee and provide guidance to more than 4,000 business systems managed by the services or Defense agencies.

Paul A. Brinkley, deputy undersecretary of Defense for business transformation, and Thomas Modly, deputy undersecretary of Defense for financial management, will jointly serve as directors of BTA until a permanent director is named within the next year.

DOD folded the Business Management Modernization Program office, which was responsible for integrating the department's business systems, into the BTA structure, Brinkley said.
