Texas to award eligibility outsourcing work to Accenture

The Texas Health and Human Services Commission will award its integrated eligibility and enrollment services outsourcing contract to Accenture Ltd.

In addition to Accenture, a number of top systems integrators in the state and local markets were tracking the opportunity closely, including Affiliated Computer Services Inc., BearingPoint Inc, Deloitte, CGI-AMS, IBM Corp., Maximus Inc., Northrop Grumman Corp. and Unisys Corp.

The Texas Health and Human Services Commission is planning to award its integrated eligibility and enrollment services outsourcing contract to Accenture Ltd., the agency said.

The award to the Hamilton, Bermuda-based systems integrator is contingent on several key factors, including the final determination that a contract for call center services is cost-effective, the successful negotiation of a contract for the services and obtaining federal approval for the parts of the contract that need it, the agency said Feb. 25.

If negotiations with the selected vendor are unsuccessful, the award will be withdrawn and the commission may negotiate with the next highest rated respondent or respondents.

The request for proposal, issued in July 2004, for a five-year contract covers three areas:


  • Integrated eligibility services through two to four call centers located in Texas

  • Maintenance and ongoing support to the Texas Integrated Eligibility Redesign System

  • Enrollment broker programs to provide services to Medicaid managed-care beneficiaries of the Children's Health Insurance Program.
