GSA to issue Alliant draft RFPs

The General Services Administration will issue on Thursday the draft requests for proposals for its multibillion-dollar Alliant and Alliant Small Business information technology service contracts, a procurement agency official said yesterday.

Donna Bennett, commissioner of GSA's Federal Supply Service, made the announcement at a conference on the federal IT spending forecast, hosted by market research firm Input Inc. of Reston, Va.

The Alliant Full and Open contract is a 10-year, $50 billion procurement for IT services. The separate Alliant Small Business contract is a 10-year, $15 billion procurement specifically for small IT contractors.

The Alliant governmentwide acquisition contracts will merge two of GSA's current IT services contracts: Millennia and Answer. The Millennia contract provides a broad range of IT services and support for large system integration and development projects. The Answer program, which stands for Applications'n Support for Widely-diverse EndUser Requirements, is a $25 billion multiple-award, indefinite-delivery, indefinite-quantity contract for IT solutions and support

The RFPs for both Alliant contracts are expected to be issued in July, and awards will be made in June 2006. GSA previously said it would award up to 20 Alliant Full and Open contracts and up to 40 Alliant Small Business contracts.

Bennett also said GSA was close to posting the draft RFPs for the 10-year, $5 billion Veterans Technology Services contract. Only service-disabled veteran-owned businesses will be eligible to compete for this contract.

Input estimates that GSA will issue the draft request for proposals for this contract on March 31. GSA is expected to issue the awards in January 2006.
