The National Defense Authorization Act of 2002 requires Defense Department contracting officers to solicit offers from all eligible contractors for orders worth more than $100,000. FSS orders require three offers or a determination in writing that, despite reasonable efforts, no additional contractors could be identified.

GAO found competition requirements were waived for 34 of 74 orders it reviewed at five defense buying organizations.
