Trilogy to be performance-based

FBI and Science Applications International Corp. executives are negotiating a new contract to convert part of the Trilogy contract to a performance-based, cost-sharing vehicle.

FBI has used Trilogy to modernize IT systems, but the contract has run into delays and cost overruns of an estimated $200 million over the $381 million projected at its award in 1999.

The converted portion will be for the remaining work on the Virtual Case File system, which is expected to go live this year.

The new contract will have specific timelines, deliverables and costs, unlike the previous cost-plus agreement.
