GSA proposes new FedBizOpps

The General Services Administration issues a request for proposals for a new Federal Business Opportunities system.

The General Services Administration this week issued a request for proposals for a new Federal Business Opportunities system.

According to the RFP, GSA will award a fixed-price incentive contract to a small business by Aug. 25 for development and management of a new system.

The final option year of the current FBO contract expires Sept. 30. The current contract is held by a large business, Science Applications International Corp. of San Diego.

The new contract will be for three years with five one-year options, according to the RFP. The potential value of the contract was not disclosed by GSA.

The FBO system is the governmentwide source on federal procurement opportunities, from initial forecast of opportunities through contract award. The current system is a Web-based application at www.fedbizopps.gov.

Contractors can propose an entirely new system or one that builds upon the current FBO system. The new system must be implemented by Feb. 6, 2005, according to the RFP. The winning contractor must also keep the existing FBO system operational until the new system has been approved for use by the government, the RFP said.

Requirements under the new contract include integration with the Central Contractor Registration, the list of all federal contractors; interfacing with government back office contract writing systems; document archiving, access and retrieval capabilities; system security and data integrity; and technical support.

The new system must support at least 1 million users, archive at least 1 million documents per year; store and process 50,000 new documents per month; and conduct online searches within 10 seconds, according to the RFP.

The contract is performance-based. The RFP requires contractors to propose performance measurements, including incentives for good performance.
