Technical and Management Services to support Iraq rebuilding

Technical and Management Services Corp. of Calverton, Md., won a contract worth up to $51.9 million to support the Coalition Provisional Authority, the temporary governing body of Iraq.

The company will provide command and control information technology infrastructure support to the CPA for its Baghdad facilities. The company's subcontractors are Science Applications International Corp. of San Diego and Raytheon Co. of Waltham, Mass.

The one-year contract has two one-year options. It is initially worth $17.6 million, and has a ceiling of $51.9 million, according to Jerry Daniels, vice chairman and chief executive officer of Engineered Support Systems Inc.

Technical and Management Services is a subsidiary of St. Louis-based ESS. The effort builds upon Technical and Management Services' contracts with the Army for similar rebuilding efforts in Bosnia and Kosovo, Daniels said.

Under the contract, Technical and Management Services will supply scalable, satellite-based and integrated command and control IT infrastructure support for facilities including the CPA headquarters, executive offices and the Green Zone.

Support under the contract includes communications architectural design and engineering, installation, operation, maintenance and network operations, including network management and information assurance, secure and non-secure voice and data communication management, systems administration and program management.

The initial task under the contract is a site survey that the contractors will use to develop the architectural solution and the implementation plan. The survey data will include site requirements for transport systems and services, telephone systems and services, power, communications and IT support including information assurance.
