Roger Baker joins General Dynamics

Roger Baker will be vice president of federal and civil operations at General Dynamics Network Systems, a newly created position, company officials announced today.

Baker, a former executive vice president at CACI International Inc. and Commerce Department chief information officer, will be based in Fairfax, Va., and report to Michael Chandler, president of General Dynamics Network Systems.

General Dynamics Network Systems is a business unit of Falls Church, Va.-based General Dynamics Corp. The unit offers design, integration, installation and managed services for enterprise, wireless and space-based networks.

Baker managed the network and telecommunications business group at CACI. He worked at Commerce Department until 2001, and was one of the first government CIOs to call for the creation of a federal chief information officer.

At Commerce, Baker managed a 6,000-person technology organization with a budget of more than $1 billion. He developed a major information technology-restructuring program that elevated the role IT plays throughout the organization, according to General Dynamics' officials.

Baker is also a principal at the Council for Excellence in Government, a nonprofit, nonpartisan think tank. At the council, he is a member of Chief Information Officers-Senior Advisers to Government Executives, a group of former federal, state and local CIOs that offer advice to new government CIOs.

General Dynamics Corp. employs about 67,600 people worldwide and had 2003 revenue of approximately $16.6 billion. The company is ranked No. 7 on Washington Technology's Top 100 list, which measures government IT contracting.
