each company took turns winning bid protests.

ITT, White Plains, N.Y., won the contract in January 2002 to provide site security, base operation and maintenance, dining facility operation and administrative and logistical support at U.S. Central Command facilities at Camp As Sayliyah in Qatar.

DynCorp of Reston, Va., won a protest and was given the contract in July. ITT then filed its own protest, which the General Accounting Office also sustained in December. The Army Corps of Engineers has now decided to split the contract between the two companies.
