The complexity of the procurement system is convincing an increasing number of government contractors to concentrate solely on the commercial market, a top defense official complained.
The procurement system is still complex, but the current boost in federal IT spending is driving contractors in the other direction.

Beyond the proposed Economic Security Council, a White House-level superstructure under vice-president-elect Al Gore will likely become the Clinton administration's vehicle to coordinate the government's many disparate technology programs, including those of the Defense Department, according to a key Clinton campaign executive.
So ... Mark Forman now has Gore's old job. Does this mean a presidential bid lies ahead for the Bush administration's associate director for information technology and e-government? Or will Forman simply settle for growing a beard?
