Manatron wins tax billing, collection subcontract

Manatron Inc. has won a $2 million subcontract from Unisys Corp. to install its property tax billing and collection system in Jefferson County, Ala., the company announced May 13.


Unisys Corp. of Blue Bell, Pa., is the prime contractor on a multimillion dollar project to overhaul and update Jefferson County's revenue systems.


Under the subcontract, Manatron of Kalamazoo, Mich., will install its property tax billing and collection system and install cashiering, general ledger and accounts payable systems that will be integrated with Unisys' revenue management solution. Manatron's role in the project is scheduled for completion in fall 2003.


Unisys' revenue management solution is designed to accommodate multiple revenue sources, such as income tax, property and sales taxes, unemployment insurance, licenses, fees and fines or penalties.


Unisys has two tax system projects with Jefferson County worth a total of $5.5 million, said Bob Hanks, Unisys' practice director for tax, revenue and labor.


The new integrated property system will allow the county to have more complete collections, better information to assist in the collection of delinquent taxes and a modern computerized environment that will make it easier for county staff to function and train new personnel, said Jack Williams, Jefferson County Tax Collector.


Jefferson County, which includes the city of Birmingham, is the largest county in Alabama with 660,000 residents and more than 290,000 parcels of property. The county's tax system is used by the Department of Revenue, Board of Equalization, Tax Assessor, Tax Collector and Treasurer.
