Ecutel Inc., an Alexandria, Va.-based developer of advanced mobile networking software and services, appointed De Ann Pope as executive vice president, Engineering and Product Development. She was previously with Vinciv Corp. The company also appointed Charles (Chuck) Riegel Jr. as chief operating officer. He had been working as a consultant to the company.
Jay Simmet has joined Herndon, Va., information security firm Netsec as senior vice president of sales. He will be responsible for developing the strategy and programs to support Netsec's worldwide sales effort.
Robert Whiting, former deputy director of the Department of Agriculture's Office of Human Resources Management, has joined Washington-based Avue Technologies as a business process strategist. He will work with Avue's Client Services organization to help Avue customers achieve their objectives in re-engineering their business processes to increase management efficiency and effectiveness. Avue provides public sector work-force management services.
Santa Barbara, Calif.-based Occam Networks Inc., supplier of broadband loop carrier equipment to carriers and telecommunications service providers, hired Kumar Shah as president and chief executive officer. He was previously with AccessLan.Raytheon Co.'s Electronic Systems business in El Segundo, Calif., has promoted Emanuel Brady Jr. as vice president of Information Technology. He will lead the development and implementation of enterprisewide information systems that are fully aligned with the business strategies of ES. Brady was most recently a senior manager in project management and strategic planning.
SRA International Inc., a Fairfax, Va., information technology services and solutions firm, promoted four of its senior managers to vice president. Timothy J. Atkin is vice president and director of critical infrastructure protection programs. Shirl Mack is vice president and director of human resource operations. Danny R. Michael is vice president and director of defense business systems. Kenneth Rohrer is vice president and director of systems engineering.
Maria del Mar Velasco and Scott Herr have been appointed managers of business development for the Greater Washington Initiative in Washington, D.C. Both professionals will assist consultants and companies by providing real estate and demographic information about the region. Velasco was previously program manager at the Greater Washington Board of Trade's International Gateway and Herr served as the GWI's business development and research representative.
As part of a corporate restructuring, Mountain View, Calif.-based SGI announced that its U.S. commercial, U.S. federal and Canadian field organizations have been consolidated into a single organization under the direction of Anthony Robbins, senior vice president of SGI. He will manage SGI's field operations within North America and will be responsible for all sales, business development, systems engineering, marketing and professional services in support of the U.S. and Canadian markets. Robbins has been with the company 11 years.
Consulting and IT services firm Computer Sciences Corp., El Segundo, Calif., appointed Michael Beebe as president of Strategic Business Development, a newly created position. Beebe will focus on leveraging and organizing CSC's global resources to pursue large systems integration, information technology and business process outsourcing opportunities. Previously, Beebe had been president of the company's North American Consulting Group, which will now be run by Rich Wunder. Wunder was previously vice president and chief operating officer of CSC's Consulting Group.
Burlington, Mass.-based Acterna Corp. appointed John Peeler as president. He retains his role as president and CEO of the company's communications and test management business. Peeler joined the company in 1980.
