WHO'S ON FIRST

Innovative Technology Application Inc., a Springfield, Va., custom multimedia software developer and federal contractor, appointed Bert K. Mizusawa as its new president. He will be responsible for all aspects of the company's performance and corporate strategy. Before his appointment, Mizusawa served as the special assistant to the Secretary of the Army for Interagency and International Affairs.

The Centech Group, an Arlington, Va., information technology and manufacturing firm, hired Leonard Deerkoski as senior vice president, Strategic Development. He will be responsible for high-level strategic initiatives that are beyond the scope of standard operations to include managing key business development and capture opportunities and targeting emerging technology and business processes.

Hadron Inc. appointed Charles L. Bailey to vice president of Science for its Advanced Biosystems Inc. subsidiary. He will provide scientific and management leadership to existing programs as well as identifying new sources of funding for Advanced Biosystems' research and analysis of defenses against, and treatments for, specific biological agents that may be used in warfare or terrorist attacks. Bailey is internationally recognized for his 25 years of experience with the Army in the field of biological warfare defense. Most recently he worked for SRS Technologies and Battelle Memorial Institute.

The Data Interchange Standards Association, an Alexandria, Va.-based not-for-profit, named Jerry C. Connors as its new president. Connors' vision for DISA embraces the growth of e-business information exchange processes including electronic data interchange standards. Prior to Connors' most recent private legal and legislative practice, he served as chief executive officer for the Manufactured Housing Institute.

Advice Unlimited LLC, a high-tech public relations and marketing firm in Brookville, Md., added Bill Bradner to its team. He joins the firm after 13 years as a public relations specialist with the U.S. Army.

C-Cubed Corp., Springfield, Va., appointed Michael E. Mead as president of Systems Integration & Research Inc., a newly acquired subsidiary of C-Cubed. He is also vice president of Southern Maryland Operations for C-Cubed. Mead has been with the company for 10 years.
C-Cubed also appointed Eric K. Moe as general counsel and vice president of contracts for C-Cubed and all its subsidiaries Previously, he was general counsel of UXB International Inc. C-Cubed is a provider of communication and combat systems integration and information technology services and products to government and industry.

Okena Inc., a Waltham, Mass., developer of proactive security software, hired Steve Fuhrer and Charles Kenney as sales territory managers. Fuhrer will be based in New York City and Kenney will be based in Waltham. They will be responsible for identifying potential business alliances, selling directly to select vertical markets and strengthening the company's marketing efforts through business development. Fuhrer was previously with CyberSafe Corp. and Kenney was with Nortel Networks.

Frederick M. Strader was named vice president and general manager of Hunt Valley, Md.-based AAI Corp.'s Defense Systems unit. He will also serve as executive vice president of AAI Corp. He was previously with United Defense LP for 21 years. In addition to defense systems, AAI products and services include ground transportation components and logistical/engineering services for government-owned equipment.

Chicago-based Amitex Corp. opened a Washington regional office in Reston, Va., and named Mike Smith its director of marketing and business development. The company offers public-sector clients IT security solutions, mass storage systems and database services including warehousing, mining and Web integration.

Swales Aerospace, a Beltsville, Md., provider of engineering services, satellites and associated flight hardware appointed Tom Wilson Jr. as manager of national security space. He will be responsible for developing and pursuing business opportunities within the military and intelligence sectors. Wilson was previously staff director at the Commission to Assess U.S. National Security Space Management and Organization in Washington.

Everware Inc., a Fairfax, Va.-based consulting firm, hired Peter M. Goodstein as its new regional director. He will focus on solutions within the regulatory and oversight community that will simplify and automate compliance with government regulations for federal agencies and subject industries. He previously held positions with MCI, Oracle and Computer Sciences Corp.

FreeBalance Inc., Ottawa, Canada, hired Chris Johnson as director of eGovernment Solutions and Tracy Murray as assistant controller. Johnson will lead the company's e-government business initiatives in the U.S. state market. He was previously with Calian and Progestic International Inc. Murray was previously with QNX Software Systems Ltd.

ExactOne, a Chantilly, Va., provider of data access technologies for Internet commerce and procurement, hired two senior executives to its management team. Barbara B. Reed will be director of corporate marketing communications, while Charles Church will be director of product marketing and oversee product marketing and product strategy for ExactOne's suite of data access solutions. Reed was most recently with Akopia and Church was with OneSoft.

Tim Day is the new Government Affairs vice president in NCR Corp.'s Washington, D.C., office. He will be responsible for NCR's interests in the development of legislative and regulatory policies relating to e-commerce, personal data protection, international trade, banking, human resources and various other public policy issues important to the company's global information technology business. Day was most recently an aide to House Republican Conference Vice Chairman Deborah Pryce, R-Ohio.

Guardent Inc., a Waltham, Mass., provider of security and privacy programs for Global 2000 organizations, named Ronald Sable vice president of its public-sector practice, which advises government agencies on the creation and management of privacy and security programs. He was most recently CEO of Concord Solutions.

The Launch Partners International Inc., a McLean, Va., strategic technology marketing consulting firm, hired Debra P. Kaplan as vice president of consulting services and James D. Rivette as senior vice president. Kaplan will be responsible for the company's consulting practice and Rivette will be responsible for new business development in traditional and emerging telecom and IP companies. Kaplan was previously with Century Communications and Rivette was with Shared Technologies Fairchild Telecom Inc., a division of Intermedia Communications.
