Bull Wins $5.1 Million Michigan Contract

The Michigan Department of Community Health has awarded Bull Information Systems Inc. a $5.1 million contract for an executive information system that will allow it to measure the effectiveness of a wide variety of health-care programs and services, department officials said May 1.

The system will provide the department with the tools and information to measure the effectiveness of programs, improve detection of fraud and overlapping coverage and improve the overall financial management of major programs such as Medicaid.

Bull Information Systems of Billerica, Mass., and its subcontractor, the Medstat Group of Ann Arbor, Mich, will implement the system.


Bull designed and implemented the data warehouse that forms the backbone of the system and will be responsible for overall project management and for systems integration services for the system.

Medstat developed and will provide decision support software that allows for advanced health-care analytic methodologies and desktop reporting applications to improve the value of the data for management decision making.

Once it is fully implemented, the new system will enable the department to quickly access and analyze raw data from different computer platforms and applications stored in a data warehouse and convert it to information that will be used for decision making by high-level management.

Bull has provided Medicaid data warehouses to Illinois, Michigan, Minnesota, New York and Utah. In New York, Bull's work was done as a subcontractor on a contract held by Computer Sciences Corp. of El Segundo, Calif.

Bull Information Services is a subsidiary of Bull of Louveciennes, France, which had more than 17,000 employees and sales of $3 billion in fiscal 2000.

Medstat has 700 employees and is a subsidiary of the Thomson Corp. of Toronto.
