DoD Launches Past Performance Report Card System

NOV. 14 ? A new automated warehouse and retrieval system to retrieve past performance report cards of Defense Department contractors is now available online, officials with the Navy Electronic Acquisition Office said.
The system, called the DoD Past Performance Automated Information System (PPAIS), allows officials online access to 8,600 report cards representing $300 billion in contracting actions. PPAIS is managed by the Naval Sea Logistics Center Detachment in Portsmouth, N.H., for the Joint Electronic Commerce Program Office.
The system was developed in response to a 1997 mandate by a Defense Department mandate that the armed services begin collecting past performance report cards and use the information when awarding contracts.
The prototype was developed by Lockheed Martin Corp. of Bethesda, Md., and the finished system was developed by the Navy, according to Bruce Propert, the program manager for JECPO.
The database contains report cards, in some cases going back to the early 1990s, on contractors who have performed work for the Air Force, Navy, Army and Defense Information Support Agency.
Dozens of users in the Defense Department have made more than 850 queries since the system went operational in July, and the number of users is expected eventually to hit the thousands.
A module that will allow contractors to retrieve their own data is expected to be ready in the first quarter of 2001, with operations and support, security, links and other system enhancements to be added over the next several years.
