Raytheon Systems Co. of Arlington, Va., a unit of the Raytheon Co. of Lexington, Mass., named Jack Wohler senior vice president for business development. He will be responsible for new domestic and international business and maintaining and enhancing customer satisfaction.

USinternetworking Inc., an application service provider in Annapolis, Md., appointed Chuck Teubner as executive vice president and chief financial officer, and Gary Rogers as senior president for worldwide sales. Most recently, Teubner was the chief operating officer of Concept Five Technologies in McLean, Va. Rogers was most recently the vice president of sales with SQL Financials International Inc.

On-Link Technologies Inc., Redwood City, Calif., hired Larry Warnock as vice president of marketing. He was previously vice president for marketing at Documentum Inc.

Essential Technologies Inc., Rockville, Md., hired Thomas Lewis as vice president of business development. He will be responsible for overseeing the company's new business activities, including mergers, acquisitions, licensing and partnering.

MTI Technologies Inc., Sterling, Va., hired Terence Holt to open its federal systems group. MTI provides data storage solutions and management software for Unix and NT servers.

Anteon Corp., Fairfax, Va., hired Richard Biben as vice president for its newly created applied technology group. Previously, he served as vice president of information systems and applications for Logicon Information Solutions, and vice president and deputy director of the government systems division for Logicon Syscon.

The Washington office of Grant Thornton LLP, an accounting and consulting firm, hired three people for its technology practice: Michael Bernstein will lead the practice; Calvin Hackeman will lead the company's efforts to assist technology services companies, such as consulting firms, government contractors, engineering services business and professional services providers; and Michael Rebholtz will lead the practice dedicated to business in the software sector.

Global Info Tek Inc., an information systems engineering and integration company in Vienna, Va., hired Charles Otstott as vice president. Most recently, he was vice president of BBN Technologies.

Planning Technologies Inc., an Atlanta-based network business management consulting and engineering firm that works with government and commercial clients, hired Amy Fadida as senior vice president of sales and marketing. She is a founding member of the Washington Technology Council and serves on the board of directors of the Armed Forces Communications and Electronics Association. She will work out of the firm's Washington office.

Adroit Systems Inc. of Alexandria, Va., named Terry Ryan as president. He formerly served as director of intelligence, surveillance and reconnaissance systems in the Office of the Secretary of Defense.

Adroit Systems provides systems engineering, technical assistance, program management support and scientific research and development for federal and commercial clients.

Digital Commerce Corp., Reston, Va., hired William Seippel as chief financial officer. Most recently, he was executive vice president and chief financial officer of Global TeleSystems Group Inc.

Digital Commerce is an electronic commerce solutions provider for government and industry.

Datametrics Systems Corp., a subsidiary of Zitel Corp. in Fairfax, Va., hired Ed Bursk as vice president of worldwide marketing. Most recently, he was vice president of corporate marketing strategy for Nortel Networks.
Lisa Finneran was named senior vice president of the Software Productivity Consortium, Herndon, Va. She will also retain the position of chief technical officer. The consortium was founded to provide members with a collaborative mechanism for forging solutions to problems in systems and software engineering.

Grant Thornton LLP, a Chicago-based accounting and management consulting firm, promoted Daniel Corey to principal and Richard LaFleur to managing partner for its Washington-area practice.

LaFleur will oversee the operations of the company's offices in Vienna and Alexandria, Va., and Washington.

Allied Research Corp., a diversified defense and commercial electronic security firm in Vienna, Va., named W. Glenn Yarborough, the president and chief operating officer, to the additional post of chief executive officer. He replaces J.R. Scully, who resigned in September.

CACI International Inc., Arlington, Va., promoted William Curry Jr. to vice president of the company's electronic commerce division, a group within the company's 150-person Web, e-commerce and enterprise systems operating group.

Advanced Communication Systems Inc., Fairfax, Va., promoted Terry Hileman to chief financial officer and hired William Rogers as director of business development.

Advanced Communication Systems provides communication, information systems and avionics services and solutions to government agencies and commercial and international customers.


GRC International, Vienna, Va., elected Gerald McNichols to its board of directors. He is a senior vice president of GRC International, general manager of the company's MCR division and president of MCR Federal.

Dunn Computer Corp., Dulles, Va., appointed Benjamin Krieger to its board of directors. He is a partner at the international consulting firm Corporate Development International. Dunn Computer Corp. specializes in network and desktop management services and custom computers for seat management solutions.
