AverStar Inc., Burlington, Mass., appointed retired Army Col. John Thomas as vice president of strategic development for information assurance. He will lead the company's existing information security program to help government and commercial customers defend themselves from cyberattacks. Most recently, he commanded the Global Network Operations and Security Center of the Defense Information Systems Agency.

InfoPro Inc., Silver Spring, Md., hired Robert Bruce as executive vice president and chief operating officer. He will be responsible for managing the company's existing projects, developing new business and positioning the company for future profitability. InfoPro is a privately held information technology firm that provides business analysis, network and software solutions to government and commercial clients nationwide.

Anteon Corp., Fairfax, Va., appointed retired Air Force Gen. Kenneth Miller as vice president for Air Force programs. He will be responsible for building the company's Air Force presence, especially in the materiel commands in Boston; Dayton, Ohio; and San Antonio. Previously, Miller was the senior vice president for business development at CACI International Inc. Anteon is a technology and engineering services company that supports the federal and commercial sectors.

SI International Inc., Vienna, Va., appointed A.E. O'Brien to the newly created position of vice president of finance and corporate controller. Previously, he was the vice president of finance and chief financial officer of Vanstar Government Systems of Fairfax, Va.

Maximus Inc., McLean, Va., hired Donald Sutherland as vice president for justice and public safety. Previously, he was vice president of justice information systems for TRW Inc., where he was responsible for management of international, federal, state and local justice IT programs involving both custom systems integration and repeatable solutions.

Software Performance Systems Inc., Arlington, Va., appointed Joanie Barr, Mike Dorsett and Joe Linza as vice presidents. Barr will head the software solutions division, Dorsett will head the financial solutions division and Linza will head the strategic solutions division. Software Performance Systems is a full-service IT firm that specializes in designing, developing and implementing enterprisewide client-server solutions for government and commercial clients.

Bamboo Solutions, the software solutions division of Vidar Systems Corp. based in Herndon, Va., hired Matthew Artibee as division director. He will oversee all sales marketing and product development and serve on the Vidar executive committee.

Global Systems & Strategies Inc., Vienna, Va., hired Christopher Carmichael as manager of business development. He will be responsible for identifying and developing new markets and continuing expansion of the company's government and commercial accounts. Global Systems & Strategies designs and integrates information technology and network solutions for government and commercial clients in the mid-Atlantic region.

KPMG LLP of Washington hired Norwood "Woody" Jackson as senior director of financial advisory services. He will provide services to the company's federal, state and local government, higher education and not-for-profit clients. Previously, he was the acting controller of the Office of Federal Financial Management in the Office of Management and Budget.

Integrated Mass Storage Systems Inc., Silver Spring, Md., hired Ed Hartman as vice president. He will be responsible for leveraging the storage market explosion and growing corporate revenue.
Lockheed Martin Corp., Bethesda, Md., named Brian Dailey as vice president of its Washington operations. He will direct the company's liaison with Congress, the Pentagon, executive branch and federal offices and agencies in the Washington area. Previously, he was the chief operating officer of Lockheed Martin's Global Telecommunications subsidiary.

Grant Thornton LLP, an accounting and consulting firm, promoted four executives in its global government group, which is based in Tysons Corner, Va. Julie Bryant was named senior manager, and Keith Markva, Jack Padgett and Alex Turchi were promoted to managers.

Pamela Zingeser was promoted to vice president of Birch & Davis Associates Inc. of Silver Spring, Md. Birch & Davis provides management consulting services to federal government agencies.

Dane Coyer was promoted to vice president of IBM Global Services in Boulder, Colo. He will lead a new team that will develop and deliver information technology solutions for government customers.

DataSource Inc., Silver Spring, Md., named John Kennedy as human resources manager. DataSource provides software development, systems integration, business process re-engineering and network services to the commercial and government marketplace.
