Lockheed Martin Corp., Bethesda, Md., named Janet McGregor as vice president and treasurer. McGregor began her career with the company in the treasury department of Martin Marietta Corp. After the March 1995 merger of Martin Marietta and Lockheed, she assumed the position of vice president and assistant treasurer. Most recently, McGregor was the vice president-finance for Lockheed Martin's electronics sector.

Mitre Corp., McLean, Va., promoted Amr ElSawy to senior vice president, general manager and director of the company's center for advanced aviation system development. ElSawy will direct all aviation work supporting the Federal Aviation Administration and international aviation organizations.

AverStar Inc. of Burlington Mass., named Joseph Saponaro as president and chief operating officer, Barbara Landes as executive vice president and chief financial officer, and Bruce Burton as executive vice president. Saponaro and Landes will split their time between the company's Burlington headquarters and its office in Vienna, Va.

Saga Software Inc. of Reston, Va., promoted John Taylor to the position of director of corporate research and development. Before joining Saga in 1998, Taylor was a technical adviser at Landmark Systems in Reston.

JetForm Corp., Falls Church, Va., promoted Andrew Bridge to vice president of government operations. He will be responsible for the company's sales and service to federal and state governments.

Sterling Software, Dallas, promoted Gary Monroe to federal region vice president for the applications development division, based in Herndon, Va. Previously, Monroe was district manager for civilian sales.

David Boccia was named president and chief executive officer of Panurgy DC Metro, Chantilly, Va. Boccia will be responsible for the overall management and operations of the company, as well as directing the company's local and national strategic, financial and technological initiatives.

Paul Kayatta was appointed client executive for the Department of Defense and classified program sales team of IBM Global Government Industry's federal marketing organization. Bill Jones was appointed manager of business development for governmentwide acquisition vehicles.

Julie Akers was named vice president of the contracts division for Federal Schedules Inc., Herndon, Va. She will be responsible for the company's General Services Administration contracting activity. Akers also will serve in an advisory capacity to corporate management on areas such as business growth and quality control.The American Electronics Association, Washington, hired John Palafoutas as senior vice president for domestic policy. Most recently, Palafoutas was the director of federal relations at AMP Inc., Washington.

Peter Russo was named executive vice president and chief financial officer of Template Software Inc., a Dulles, Va., supplier of software automation and integration products. Previously, he was senior vice president and chief financial officer of Computer People Inc.

Intelligent Decisions Inc., an equipment manufacturer and reseller in Chantilly, Va., hired James Bruning as director of sales for the Department of Defense and Intelligence agencies. Previously, he worked for Systems Development Corp. and Data General.

Horizon Data Corp. of Reston, Va., hired Joan King as its director of federal business development. Previously, King was the director of business development for the Department of Defense and General Services Administration programs at Soza & Co. Ltd.

Michael Ressler joined Global Integrity Corp., Reston, Va., a wholly owned subsidiary of Science Applications International Corp., San Diego, as division manager for security consulting services. Previously, he developed and managed security engineering consulting practices at both Ernst & Young and Telcordia Technologies Inc.

RiteNet, Rockville, Md., hired Carl Zaner as director of business development. Previously, he managed large telecommunications programs for several federal government agencies.

CapITal Reps, Reston, Va., hired Lisa Hamilton as General Services Administration specialist. Previously, Hamilton worked in the marketing division of Decision Support Systems Inc., Reston.

Peregrine Systems Inc., San Diego, named William Keyworth as its area vice president of product marketing for technology infrastructure management applications. Before the position with Peregrine Systems, Keyworth was vice president of the Gartner Group.
