BTG Inc. of Fairfax, Va., hired Paul Leslie as executive vice president and chief operating officer. Leslie previously was vice president and deputy general manager of federal information technology at TRW Inc., which he joined in 1998 through TRW's acquisition of BDM International.

American Management Systems Inc. of Fairfax, Va., hired Robin Smith as vice president of the U.S. client solutions management practice within the company's Consumer Financial Services Group. Smith joins AMS from PeopleSoft, where he was national vice president of sales in financial services. AMS also hired Frank Derville as a director of strategic partnerships in the federal financial management and administrations practice. Derville joins AMS from the House of Representatives, where he was the associate director of finance.

Quest Software Inc. of Newport Beach, Calif., hired Steve Lawrence as federal sales manager for its federal division in Washington. He previously was a sales manager with Allen Communication. Quest is a provider of database tools for Oracle and solutions for managing, indexing and viewing large reports.

SSDS Inc., a systems integrator based in Englewood, Colo., hired R. Barry Keleher as general manager for its mid-Atlantic and northeastern operations. Working from SSDS' Fairfax, Va., office, Keleher will be responsible for business development and service delivery in the region. SSDS specializes in IT architectures for networked solutions.

Wilkinson, Barker, Knauer & Quinn LLP, a Washington-based law firm focused on communications, Internet and information technology law, has expanded its IT practice with the addition of Michael Aisenberg. He previously spent 17 years with Digital Equipment Corp.

Legg Mason Wood Walker Inc., Baltimore, hired Douglas Benedict as a principal in the firm's telecommunication services and technology group in the investment banking department. Benedict has been an investment banker for more than 10 years and comes to Legg Mason from Salomon Smith Barney's Global Telecommunications Group, where he was a vice president based in New York.

ARINC Inc. of Annapolis, Md., hired Tricia Kirk as staff vice president, operations. She comes to ARINC from the Sabre Group where she was a vice president. ARINC develops and operates communications and information processing systems for the aviation and travel industries and provides systems engineering and integration solutions to government and industry.

Network Access Solutions Inc. of Sterling, Va., hired John Hackett as vice president of sales and marketing. Hackett has over 20 years of experience in the telecommunications field, most recently serving as division president of field support at MCI WorldCom. Network Access Solutions is a competitive local exchange carrier providing broadband data solutions from Maine through Virginia.

Global Integrity Corp., a wholly owned subsidiary of Science Applications International Corp., hired Daniel Woolley as a senior vice president of fulfillment. Reston, Va.-based Global Integrity provides information protection, electronic commerce, security consulting and engineering services to global financial institutions and other large corporations. Before joining Global Integrity, Woolley was director of marketing and business development at Ernst & Young's national information security services.

GRC International Inc. of Vienna, Va., has appointed Michael Stolarik executive vice president and chief operating officer. Stolarik joined GRC in February 1998 as senior vice president of strategic planning.

Cleartel Communications Inc. of Washington has appointed Stephen Roberts president. Roberts has been with Cleartel, a long distance and operator services company, since 1994. Cleartel also promoted Judy Cronin to vice president of sales from director of sales and agent support.


Robbins-Gioia Inc. of Alexandria, Va., has reorganized to take advantage of new opportunities in the program management services market. Robbins-Gioia's new organization splits the roles of chief executive officer and president, with John Gioia retaining the CEO post, and Avon James taking the position of president. James has been Robbins-Gioia's chief operating officer since early 1998. The company also streamlined its organizational structure, with all activities falling under either sales or operations. Barry Calogero will head the sales unit, and Gene Bounds will head the operations division.

Lockheed Martin Corp. of Bethesda, Md., has appointed four executives as principal points of contact for U.S. military customers of its electronics sector. The sector appointed Joseph DeFrancisco as vice president, Army systems; J. Daniel Howard as vice president, Marine Corps systems; Fred Moosally as vice president, Navy systems; and Richard Swope as vice president, Air Force systems. They are based at Lockheed Martin's Washington operations office in Arlington, Va.

Cyveillance of Alexandria, Va., has hired Richard Moore as vice president of marketing. Before joining Cyveillance, Moore was senior vice president of marketing with Descartes Systems Group. Cyveillance provides Internet brand protection products and services.
