VSE Corp., Alexandria, Va., has appointed James Knowlton as president and chief operating officer. He replaces Richard McFarland, who retired after serving in the position since 1993. Knowlton, who joined VSE in 1984, most recently worked as executive vice president and deputy chief operating officer.

Tessada & Associates Inc., an information technology company in Newington, Va., has promoted Paul Young to director of business development.
SRA International Inc., Fairfax, Va., has hired Peter McMillan as director of middleware technologies and postal systems. He will manage the services business associated with the use of middleware in large-scale enterprise systems integration projects. Before joining SRA, McMillan spent 32 years at IBM Corp.

Lucent Technologies hired retired Rear Adm. Roland Guilbault as vice president for strategic initiatives for the government solutions business in Washington. Guilbault will pursue government information technology opportunities for Lucent internationally in addition to supporting U.S. government customer requirements. He is an associate director of AFCEA International and spent 35 years in the Navy.

GTE Internetworking, Irving, Texas, has hired Richard "Jack" Hunt as director, federal law enforcement, federal network systems. He is responsible for developing Internet security solutions with anti-hacking capabilities for federal law enforcement applications. Before joining GTE Internetworking, Hunt served 26 years in the FBI.

Intelligent Systems Inc., Gaithersburg, Md., has hired Jesse Jones as vice president of sales and Dan Lounsbury as chief operations officer. Jones was formerly with True Software. Lounsbury was previously the COO of Executive Strategies Ltd.

Eden Prairie, Minn.-based XIOtech Corp. opened a new sales office in Landover, Md., and hired Chris Hurlbutt as regional sales manager and Garland Payne as systems engineer. Hurlbutt has more than 15 years of sales and management experience in high-performance, business critical computing, most recently with the Cray Research Division of Silicon Graphics Inc. Payne has 10 years of experience in systems engineering and information systems.

XIOtech also hired Doug Kuligowski as director of communications technology. He has 29 years of experience with such companies as Network Systems Corp., Emissions Systems Inc. and Ford Motor Co.

Vista Information Technologies Inc., Herndon, Va., launched a new help desk and enterprise support service consulting practice in its enterprise support services division, and hired Ed Reynolds as director of enterprise support solutions. Before joining Vista, Reynolds spent six years with MCI Systemhouse.

Government Micro Resources, Manassas, Va., hired F. Robert Mossey Jr. as vice president of technical operations. He oversees enterprise network operations, full life-cycle development and maintenance and warranty work. Mossey has more than 25 years of experience with Northrop Grumman Corp. and Xerox Corp.

Sytel Inc. of Bethesda, Md., announced that Valerie Lyons has joined the executive management team as president. Also, Joe Howard was hired as senior vice president of sales and marketing.

Trion Technologies, Cleveland, appointed Bill Bennett federal sales director. He will be responsible for growing systems integration services and expanding sales of records management, litigation support, clinical trial and conversion products, and resales for Oracle, Excalibur and Foremost.

Informix Corp. in Vienna, Va, announced Jack Wicklein has joined its federal team. Wicklein brings more than 35 years experience to the team and will be responsible for new business development. Wicklein has held senior management positions supporting federal operations with Amdahl Corp. and NCR Corp.

CritiCom, Lanham, Md., hired Robert Kipke as vice president of sales. He will be responsible for overseeing federal and commercial sales. In addition, he will be involved in revenue growth, developing new applications and enhancing customer relations. Kipke joins CritiCom after 19 years with AT&T. The company also hired Daniel Kugler as senior program manager. He will be involved in managing large contracts. Kugler spent the last 15 years with AT&T.

Universal Systems & Technology Inc., Fairfax, Va., appointed Ronald Cournoyer as vice president of telecommunications. He will lead and direct the company's advanced telecommunications system support to government agencies and commercial clients. He will also develop and implement the company's strategic business planning. Most recently, Cournoyer was with TRW.

Darryl Fraser was appointed director of communications for TRW's Systems & Information Technology Group in Fairfax, Va. In this position, Fraser will provide strategic, marketing and internal communications with media and community relations. He has been with TRW for 19 years.

Paul Kaminski, who once served as the undersecretary of defense for acquisition and technology, has been appointed to the board of directors of Veridian, Alexandria, Va. He is currently a senior partner in Global Technology Partners, an exclusive affiliate of Donaldson Lufkin & Jenrette Merchant Banking Partners.
