The Industry Advisory Council, Fairfax, Va., appointed Deirdre Murray as chairperson for the Executive Leadership Conference 1999. Murray is the market development manager for federal civilian agencies at GTE Government Systems Corp. in Chantilly, Va.

The Smart Card Forum in McLean, Va., appointed Donna Farmer as its first president and CEO. She will implement the forum's strategic plan, recruit new members and assume the role of primary spokesperson for the organization. Farmer joins the forum from CertCo, where she served as vice president of strategic business development.Grant Thornton, Vienna, Va., hired Paul Wohlleben, as director of information technology consulting for the firm's Global Government Group. Before joining Grant Thornton, Wohlleben was the chief information officer at the General Services Administration, Public Building Service.

Universal Systems & Technology Inc. of Fairfax, Va., appointed David Tuttle as senior vice president for corporate development. He will be responsible for the continued development and implementation of strategic business systems and will facilitate Unitech's expansion into new business areas.

Global Integrity Corp., McLean, Va., a wholly owned subsidiary of Science Applications International Corp., appointed Garry Meier as president and chief operating officer. Before joining Global Integrity, Meier was executive vice president of Medaphis Physician Services Corp.

IMSI of Arlington, Va., appointed Jim Litchko as general manager. He will be responsible for expanding business ventures, supporting IMSI's corporate evolution and promoting its security consulting services and product lines. Litchko previously worked for Trusted Information Systems, Secure Computing Corp., Telos Corp., the National Security Agency and the Navy.

Denise Lechtenberger has been hired as director of Electronic Enterprise Solutions at US Interactive in Washington. Previously, Lechtenberger was an account executive at Digex, and has also been involved in multimedia, CD-ROM and Internet activities at both the Discovery Channel and National Geographic.

Hewlett-Packard Co., Palo Alto, Calif., appointed Lior Arussy to head channel marketing for the company's Internet Security Operation, part of the recently formed Internet Software Business Unit. Arussy will be responsible for establishing a dedicated channel and building strategic relationships for the operation's line of security products. Before joining HP, Arussy was vice president of worldwide sales for Finjan Inc.

John Ames was named vice president of operations at I-Link Inc., Draper, Utah. Ames will direct I-Link's consumer operations as well as integrate and manage network and financial operations pertaining to customer satisfaction and retention. PowerScan Inc., Potomac, Md., appointed Robert Kircher Jr. as vice president of product development and Evan Fisher as vice president of operations. Kircher will direct product design and development activities for PowerScan's image capture software. He has been with the company since 1994. Fisher will be responsible for operations that support the delivery of products. He has been with the company since 1995.
