CGI Federal books $251 million contract to modernize GSA's financial operations

CGI Federal has secured a $251 million contract to help the General Services Administration modernize its financial management operations.

The company will continue its hosting, operations and maintenance support services for the agency’s Pegasys financial management system and multi-tenant shared application environment.

Pegasys and the multi-tenant shared application environment are built on CGI’s Momentum platform. They support GSA and 36 other federal boards, commissions and agencies with financial management functions that meet Treasury Department requirements.

The new contract announced Tuesday also supports priorities outlined in Executive Order 14249, “Protecting America’s Bank Account Against Fraud, Waste and Abuse.” This order aims to promote financial integrity and operational efficiency across government financial systems.

In 2025, CGI Federal completed migration of Pegasys and the multi-tenant shared application environment to Amazon Web Services. CGI Federal says this resulted in 25% lower hosting costs and a 30%-to-50% improvement in batch processing performance.

The modernization effort will create opportunities for expanded use of artificial intelligence and automation to improve performance, including GSA workforce optimization goals. This includes GSA’s “Million Hours Challenge,” which is focused on reducing manual labor by using AI tools.

Under the contract, CGI Federal will continue operating Pegasys and the MSA in a secure FedRAMP Moderate environment on AWS under CGI Federal’s Momentum-as-a-Service subscription model.
