GSA adds three to OASIS on-ramp as it clears more small business winners

The General Services Administration has named three companies to five spots on the OASIS vehicle as part of the ongoing on-ramp process for the small business portion of professional services contract..
In a Beta.Sam.Gov notice posted Thursday, GSA said the companies joined Pools 1 and 3 after corrective actions in response to protests as well as size determinations under Small Business Administration rules.
Island Creek Associates and Systematic Management Services were added to both Pool 1 for very broad professional services and Pool 3 for similar work but focused on the military. A LCGI-SSAI joint venture also gained a seat on Pool 3 after this latest corrective action.
Systematic Management Services and LCGI-SSAI had protested their elimination from the competition, but evidently raised enough of an argument that GSA decided to outright give them awards.
GSA also said the lowest evaluated scores for bids on Pools 1 and 3 has not changed, which could mean no more awards are planned absent any further challenges. This development comes nearly two months after GSA made awards to 311 new companies for OASIS SB on Pools 1, 3 and 4.
The announcement of three more companies to OASIS SB also came in the same week that GSA issued a formal notice to proceed for the 47 firms who won on-ramp awards for Pool 4 in May.
Pools 4 and 3 do remain the subject of a bid protest by DigiFlight at the U.S. Court of Federal Claims. GSA did not make public the names of the 47 others that can proceed on Pool 4.
On-ramp awards still to come are remaining seats for the 8(a) track and then for Unrestricted Pools 1, 3 and 4.
