NCI adds DoD, VA IT civil service vet Bowlin as cyber engineering VP

NCI Inc. has hired 15-year Defense Department and Veterans Affairs IT civil service veteran James Bowlin as vice president of cybersecurity engineering and will take responsibility for the company's cyber market strategy.

Bowlin will oversee NCI's cyber and agile analytics services to agencies such as the VA and Defense Health Agency in areas such as user experience, predictive analytics and fraud detection.

More recently, Bowlin worked as a technical expert for information assurance policy and risk management at the Navy's Space and Naval Warfare Systems Command Atlantic.

He is also a former chief engineer for the Defense Health Agency’s Defense Medical Information Exchange program office that handles multiple programs for data, applications and sharing initiatives.

DMIX is a component of DHA's larger Genesis electronic health record program that deployed to a second facility earlier this month. Later on, he became lead interface engineer for Genesis.

His VA career includes lead security engineer for the Veterans Benefits Management System that included responsibility over work to integrate and implement a new agile information assurance framework.
