GSA makes awards on OASIS on-ramp Pool 1

The General Services Administration has awarded 89 small businesses positions in Pool 1 of the agency's OASIS contract vehicle for professional services.

GSA is in the midst of an on-ramp for the OASIS vehicle and awards are still to come for Pools 2, 3 and 4. Pool 1 still is expected to grow by another 61 awards later this year, according to a GSA posting on Beta.Sam.Gov.

Pool 1 covers very broad professional services. Pool 3 is focused on the needs of the military. Pool 4 covers nanotechnology, biotech and other life sciences. Pool 2 is for services such as accounting, tax preparation, and research and development in social sciences and humanities.

The on-ramp process has been hit with several protests and most of those were resolved before the end of 2019, clearing the way for these awards.

GSA is evidently still evaluating proposals and said it expects the "remaining award decisions to be made during the second quarter of fiscal year 2020."

But apparently there are some bidders that have been eliminated. GSA's notice states that an undisclosed number received a “Notification of Unsuccessful Offeror.” If there are more bid protests, those will likely come from this group.

Awardees shown in bold below still either must pass a pre-award accounting system review or are part of a joint venture that needs Small Business Administration approval.
