NCI continues fight for $145M incumbent Army contract

NCI Information Systems has filed a second bid protest as it fights to keep a $145 million contract to support the Army's Program Executive Office Soldier organization.
NCI Information Systems' battle for a $145 million Army contract is now in its fifth month and second bid protest.
The company originally protested in August the award of a task order to DCS Corp. for systems engineering and technical assistance services for the Army’s Program Executive Office Soldier at Fort Belvoir.
NCI is the incumbent on that work. After its first protest, the Army pulled the award back to take a corrective action. NCI had argued that the evaluation as not done properly.
Now the Army has awarded the contract to DCS for a second time through the Responsive Strategic Sourcing for Services vehicle, known as RS3. NCI is again arguing that it would have won if the evaluation had been done properly.
NCI filed its latest protest on Dec. 4 and a decision is expected by March 13.
