IBM challenges IRS award to Northrop Grumman

IBM is protesting a $52 million Alliant II task order award to Northrop Grumman to provide IT support services to the IRS.

Northrop Grumman has hung onto an IT support services contract with the Internal Revenue Service but IBM is challenging the award at the Government Accountability Office.

IBM filed its protest after Northrop won the $52 million task order under the Alliant II vehicle. The contract is for an integrated approach to the IRS’ IT needs.

IBM is arguing that the IRS conducted a flawed evaluation of costs, technical proposals, past performance and best value. In other words, if the evaluation was done properly IBM would have won and not the incumbent Northrop Grumman.

The protest was filed June 11 and a decision from GAO is expected by Sept. 19.
