Booz Allen wins $152M Army recruiting system prototype OTA

Booz Allen Hamilton has won a $152 million "Other Transaction Authority" contract from the Army to build a prototype demonstrating how it will modernize the branch’s recruitment and retention system.

Known as the Army Accessions Enterprise, the system is used by the Army to enlist soldiers, commission officers, fulfill in-service requirements, and provide support and sustainment.

“The enterprise services the Army well, but requires modernization, and rejuvenation to meet emerging requirements and ensure continued success,” the Army wrote in its statement of work.

The OTA is known as the Accessions Information Environment and will support 28,000 users globally. What the Army calls “paramount” attributes include mobility, secure connectivity, reliability, and data access.

“The enterprise workforce must be able to perform tasks using any device, anytime, anywhere, while maintaining secure connectivity with the AIE,” the Army wrote.

AIE will collect and store information and allow for role-based access to sensitive data. This includes personally identifiable information and protected health information. AIE also will be used for studies, analysis, reporting and decision support.

Booz Allen will support the Army’s adoption of standardized products and business processes that are based on commercial technologies. The Army want AIE to operate in a commercial cloud and connect with other government systems. The Army also is looking for a common operating picture.

As an OTA, Booz Allen had to submit a white paper outlining its solution and then conduct a series of demonstrations before the prototype award was made.
