Navy releases RFP for security info processing

The Naval Research Laboratory issued a solicitation for a five-year, $10 million contract for advanced secure information processing research and development.

The scope of the indefinite-delivery indefinite-quantity contract includes scientific and engineering R&D support in the areas of:

• Platforms and architectures
• Data management techniques
• Algorithms
• Software development
• Experiment and field trials

The Navy has set aside the IDIQ for small businesses.

The work will support the Navy’s Operational Planning Tool. OPT is a collaborative, cloud-based mission planning tool used by Strike Group Planning staff. OPT is a plug-in architecture that can optimize modules called Maritime Planning Tools (MPT). The Navy can enhance aspects of the mission plan and provide planners with multiple courses of action.

The IDIQ will include an investigation into relevant measures of performance for radio frequency spectrum allocation. Secondly, it will give the Navy ways to explore optimization algorithms based on effectiveness and performance, and lastly, develop a spectrum optimization MPT to integrate into the OPT system.

The solicitation was released Aug. 28. Responses are due by Oct. 12.
