Army wants better data to control costs

The Army wants a better grasp on what it spends and the performance quality it receives in return.

To do that, it’s developing an Army Cost Framework to integrate and automate the cost and performance data needed to make smart decisions and manage the resources of end-to-end business processes.

The Army currently has the Cost Management Portal, formerly known as Army Cost and Performance Portal, and Cost Management Services. Officials say they now are well defined and have become separate.

As managing costs continues, the Army is looking for experts in enterprise resource planning integration, systems, applications and SAP software, plus various systems implementing them.

In a new sources sought notice, the objectives of a potential Army contract would include:

• Helping the Army use its ERPs to better capture, organize and use cost data
• Enhancing analytical capabilities
• Developing and deploying standardized cost data structures and approaches
• Designing the cost management end to end process
• Improving the Army’s ability to use new systems and technologies

The Army released the sources sought notice April 26. Responses are due by May 14.
