Accenture and IBM have joined Booz Allen Hamilton in protesting the Navy’s pick for a $600 million contract for financial and audit readiness support services.
Accenture, Booz Allen and KPMG were the incumbents on the contract. But KPMG was the lone incumbent to win the recompete. Newcomer Deloitte was the second winner.
The protesters are complaining about the source selection process. Booz Allen also is claiming that the Navy refused to give it a debriefing.
The current contract has been a lucrative one for Accenture and Booz Allen. Booz Allen led the three incumbents with $260.1 million in task orders, according to Deltek. Accenture won $221.1 million. KPMG had $134.4 million.
The new contract is for labor hour work and the Navy expects to buy 7.6 million hours over five years. Some of the work categories include strategic, program management, business systems and training.
Booz Allen filed its protest Jan. 19 with Accenture and IBM filing on Jan. 23. The Booz Allen protest decision is expected April 30 with Accenture and IBM being resolved by May 3.
But most likely, the cases will be tied together in a single decision.
In the meantime, the Navy cannot begin moving work to Deloitte and KPMG while the protests are pending.
