Protest snags FBI's $750M financial systems contract

The FBI is trying to get its $750 million multiple-award contract off the ground to modernize its financial systems. But the agency has been hit with a bid protest on the eve of making awards.

TeraThink Corp. has filed a protest with the Government Accountability Office. While the protest is pending, the FBI cannot make awards, but it can continue to evaluate proposals.

Given that the FBI is expected to make an award in March, TeraThink is likely protesting because it has been eliminated from the competition. We’ll be watching to see if other companies make similar filings over the next week or so.

The contract goes by the tongue twisting name of Financial Systems Section Solutions for Financial Systems or FSS SOFS.

Deltek estimates that it is worth $750 million over eight years.

The winners will compete for a variety of task orders to support various FBI financial systems. Services include development, integration, network support, testing, data analysis, and operations and maintenance, according to solicitation documents.

Some of the systems to be supported include financial management, asset management, invoice management, requisitions and travel.

TeraThink filed their protest on Feb. 1. A decision is due May 12.

This is a new contract, according to Deltek, so there are no incumbent contractors.
