109 vendors capture $11.5B HCaTS contract

The General Services Administration and Office of Personnel Management have awarded the $11.5 billion governmentwide Human Capital and Training Solutions contract to 109 companies.

The General Services Administration and Office of Personnel Management have awarded the $11.5 billion governmentwide Human Capital and Training Solutions contract to 109 companies.

Of the winners, 72 won contracts in an unrestricted bid, and 37 contracts were set aside for small businesses. The contract has both a regular and small business version.

Among the large business winners are Accenture, Booz Allen Hamilton, Deloitte, Engility, General Dynamics, IBM, Lockheed Martin, SAIC, Serco and CSRA.

The companies will be competing for task orders over the 10-year term of the contract.

The HCaTS contract provides tailored training and development, human capital strategy, and organizational performance improvement services to all federal agencies. 

HCaTS is part of a government-wide effort to “buy as one” through category management, the agencies said in a release.

GSA will be responsible for administering the contract and OPM will handle the program management.
