Protests put hold on VA T4NG contract

I’m embarrassed to admit this, but I completely missed a set of bid protests that have put the Veterans Affairs huge IT services contract on hold.

Known as the Transformation Twenty One Total Technology Program Next Generation, or T4NG, the $22.3 billion contract is a follow-on to the T4 contract.

The contract was awarded in March after going through several protests involving the solicitation and objections from companies that were eliminated from the competitive range.

VA made awards to 21 companies around March 8 and the protests started coming in about a week later.

Four companies have filed protests challenging the award decision. While these protests are pending, VA cannot move forward with awarding task orders under T4NG, though presumably they can continue to use T4.

The protesting companies are:

• CGI Federal Inc.
• HE Enterprise Services
• Prosphere Tek Inc.
• SBG Technology Solutions Inc.

This week SBG filed a supplemental protest based on issues it spotted in the agency’s response to their protest.

It looks like this case will go to a final GAO decision, which likely will come out around June 22. I’ll try to keep a closer eye out for that.

As a reminder the T4NG was awarded to nine large businesses,10 service-disable, veteran-owned companies and two small businesses.
