Deloitte protests lost Defense Health Agency contract

Deloitte Consulting filed a protest last week over a $79.8 million Defense Health Agency contract for program management support.

The contract was won by Data Networks Corp. for the Governance, Requirements, and Architecture Management Support contract, known as GRAMS.

Data Networks won the contract on Sept. 10, and Deloitte filed its protest with the Government Accountability Office the next day. A GAO decision is expected Dec. 28.

The competition for the contract was full and open, but Data Networks is a woman-owned business. The company is based in Reston, Va. Despite being a full and open competition, the Defense Health Agency can still count the contract with Data Networks against its small business goal.

The GRAMS contract will be used by the Defense Health Agency’s Requirements Management Office to collect data on IT needs. Some of the program management support it needs include:

• Requirements development and management process
• Military Health System investment and sustainment
• Functional requirements submissions and management
• Joint Capabilities Integration and Development Systems process and documentation
• Post implementation reviews
• Requirement reviews
• Business process strategies and guidelines

The contract was awarded as a firm-fixed price contract.
