DHS develops ID management contract

The Homeland Security Department is developing a single-award, task order contract for an identity management system that will issue 300,000 IDs.

The contract will support implementation of Homeland Security Presidential Directive – 12 (HSPD-12), which is supposed to increase security, reduce identity fraud and protect personal privacy.

The contract under development is expected to be for 10 years, with a one-year base, and nine one-year options, according to the notice on FedBizOpps. Interested vendors should respond to the presolicitation notice by May 15.

The contract will cover infrastructure to be installed at DHS data centers, as well as enrollment and issuance workstations and activation stations. DHS expects 400 enrollment and issuance workstations to be installed at 300 DHS locations. More than 300,000 personal identity verification cards, or PIV cards, will be used.

The market research firm, Deltek, estimates the contract to be worth $50 million.
