General Dynamics C4 unit has new BD leader

General Dynamics C4 Systems has named James Norton vice president of business development at the company's new Washington, D.C., location.

He will be responsible for expanding the company's presence in Washington, D.C., and managing engagements with customers in the defense, homeland security and first responder markets.

Previously serving as a director of government relations for General Dynamics, he was named director of homeland security and federal strategies for General Dynamics C4 Systems in 2009.

His government credentials include senior positions at DHS from 2003 to 2007, and at the Environmental Protection Agency from 2001 to 2003.
Prior to his work at General Dynamics, Norton served as a member of DHS Secretary Michael Chertoff''s senior executive staff.

Norton also served as DHS deputy assistant secretary for legislative affairs, working on key issues such as the initial rollout of the National Cyber Security Division, Intelligence Reform Act, Katrina Reform Act, Appropriations Acts for fiscal years 2005 through 2008 and the Secure Border Initiative.

Norton also is an adjunct professor at Johns Hopkins University Zanvyl Krieger School of Arts and Sciences in Washington, D.C., where he has taought courses on homeland security and Congress since 2008.
