MCR LLP, a McLean, Va., professional services firm that provides program management services to the federal and allied governments, has announced new hires for several key executive positions.
John Cochran was named senior vice president of business development, Kevin Boyle was named senior vice president, general counsel and secretary; and Karen Bertha was named chief ethics and compliance officer.

Most recently, he served as senior vice president of business development at NetStar-1.
