Who's on first?

Richard Stiennon, a former Gartner Inc. analyst, has joined Fortinet Inc., Sunnyvale, Calif. In the newly created position of chief marketing officer. Stiennon will be responsible for driving the company's branding and go-to-market strategies.

Bernard Bailey has joined USBX Advisory Services LLC of Los Angeles as CEO in Residence of the company's new Washington office. Bailey formerly was president and CEO of Viisage Technology Inc.

Melissa Chapman and Adam Welsh joined Apptis Inc., Chantilly, Va., as senior vice presidents in the company's health solutions sector. Chapman and Welsh will drive new strategy in the company's nascent health care consulting business. Both Chapman and Welsh previously worked at Booz Allen Hamilton Inc., on the same professional team.

Cass Panciocco has been named chief operating officer of RS Information Systems Inc., McLean, Va. Company President and CEO Rodney Hunt, who also had been serving as COO, will focus on acquisition and growth strategies. Panciocco previously was senior vice president of RSIS' defense programs division.

Ronald Burns joined business intelligence, data warehousing and Oracle software integrator Guident Inc., Herndon, Va., as director of business development for Defense Department programs. Burns most recently was director of business development at CherryRoad Technologies Inc.

Dan Ward joined SRA International Inc., Fairfax, Va., as vice president and human capital officer. Ward most recently was chief architect, organization and transformation design at EDS Corp.

Mary Tondreau, chief administrative officer of Social and Scientific Systems Inc., Silver Spring, Md., has been elected to the company's board of directors.

Steve Boykin has joined Struever Bros. Eccles and Rouse Inc. of Baltimore as IT director. Boykin previously led the Nortel Government Solutions subcontract with Lockheed Martin Corp. on a $500 million, six-year contract with the Census Bureau.

Michael Chasen, CEO and co-founder of Blackboard Inc., has been elected chairman of the board of the Washington, D.C. Technology Council.

David Jourdan, president of Nauticos LLC, has been named chair of the Johns Hopkins University Engineering Programs for Professionals (EPP) Advisory Council. The nine-member council helps chart the course for future development of EPP and its programs.

Peter O'Neil has joined the Mid-Atlantic Crossroads (MAX), College Park, Md., as executive director. MAX is a GigaPoP organization founded by Georgetown University, George Washington University, University of Maryland, and Virginia Polytechnic Institute and State University.

Prasanna Arkalgud has joined Managed Objects Solutions Inc., McLean, Va., as vice president of product management, charged with driving the strategic direction of the company's business service management software. Arkalgud most recently led the Radio Frequency Identification incubation unit at CA Inc.

William Goodson has joined Autodesk Inc., San Rafael, Calif., as federal sales vice president for the company's government division. Goodson most recently was worldwide sales vice president at Razorsight Inc.

John Dickson has been named president of CSC Credit Services, a division of Computer Sciences Corp., El Segundo, Calif. Dickson, who previously was CSC Credit Services senior vice president of field sales and mortgage operations, replaces Bob Denny, who has retired.

Nick Abate joined federal IT management and consulting firm Aviel Systems Inc., McLean, Va., as a vice president of business development in the Defense Department federal services market. A former Air Force colonel, Abate most recently was a principal program analyst at Alion Science and Technology Corp.
