CMS in need of enterprise development services

Enterprise system development services are being sought by the Centers for Medicare and Medicaid Services as part of its new approach for acquiring, delivering and managing IT. Services include planning, business requirements, design, testing and maintenance.

The Enterprise System Development Service Model covers systems integration, system and application engineering and technical support to improve the automated systems and applications across the agency of the Health and Human Services Department.

With the development of its Enterprise Data Centers and the Common Enterprise Infrastructure, CMS needs a similarly aligned approach to system and software development and a contracting vehicle that provides for the acquisition of these services.

The contract will be a multiple award, indefinite delivery/indefinite quantity, performance based contract, with a maximum total value of $4 billion and a minimum of $1,000 in orders per contractor, CMS said in its recent request for proposals.

The contract supports CMS' Integrated IT Investment and System Life Cycle Framework, a uniform approach for IT systems development and the CMS IT Modernization Program and initiatives. Task orders will cover life-cycle activities within a system or application development program, relate with other task orders under the same program and have defined exit criteria for successful completion.

Compliance with the life cycle framework will ensure that current and future application development will meet enterprise architectures and support CMS' investment management process.

Proposals are due Feb. 20.
