New York taps Tier for delinquent child support work

Tier Technologies Inc. has won a five-year contract from the New York Office of Temporary and Disability Assistance to manage a data match program used to locate people who are delinquent on their child support payments, the company announced today. The company declined to give the contract's value.

Tier of Reston, Va., will operate a program that matches delinquent child support payers against account records with financial institutions conducting business with the state of New York.

Tier also will operate a new public assistance recipient program data match for the state. The data match is designed to take advantage of the existing data match reporting structure for child support to enhance public assistance programs eligibility determination.

Federal law requires states to develop and operate a financial institution data match program under which all financial institutions in the state are required to conduct a quarterly electronic match to identify and locate assets of noncustodial parent account holders who are delinquent on child support payments. Once a match is identified, the New York Division of Child Support Enforcement has the opportunity to seize financial assets of the delinquent parent for collection of past due payments.

Tier, a provider of transaction processing and packaged software and systems integration solutions for the public sector, has more than 830 employees and annual sales of $127.1 million.
