Northrop Grumman to design HR system for DHS

Northrop Grumman Corp.'s IT unit will help the Homeland Security Department implement and maintain a human resources management system.

Northrop Grumman Corp. will help the Homeland Security Department implement and maintain a new human resources management system, known as MAXHR, department officials announced July 29.

Northrop Grumman's Information Technology unit in Herndon, Va., will perform the work under a blanket purchase agreement worth up to $175 million over three years. The initial task order under the BPA is worth about $2 million, according to the department.

"This acquisition will support the Department in designing and implementing a 21st century system that will help employees fulfill our mission of protecting the homeland," said Janet Hale, DHS under secretary for management.

Northrop Grumman IT will provide program management and integration services, as well as expertise in pay, performance, job classification, labor relations, and adverse actions and appeals. The company will also provide support in communications, training and organizational change management, and assist in the implementation of an enterprisewide information technology system, according to the department.

The blanket purchase agreement was awarded after a competition among vendors on the General Services Administration's Federal Supply Schedule.
