Who's on first?


Jerry Elmquist has joined Quest Software Inc., Aliso Viejo, Calif., as manager of public sector channels and alliances. Elmquist most recently was managing principal at Internosis Inc.

John Barrass has been named chief operating officer at IT services provider STG Inc., Reston, Va. Barrass most recently was senior vice president of STG's civil agencies sector.

George Schindler was named president of the federal business unit for CGI Group Inc., Fairfax, Va. Schindler most recently was the U.S. lead of CGI's banking and investments industry group. He began his career with CGI in 1985, in its federal sector division.

Michael Morgan has joined Raytheon Co.'s Falls Church, Va., intelligence and information systems business unit to lead the company's multi-international strategy. Morgan most recently was with CIA's Office of the Director of National Intelligence.

Samuel Wyman III has joined EADS North America, Arlington, Va., as vice president of homeland security programs. Wyman most recently was a member of Spectrum Group, where he was involved in strategic planning and positioning, merger and acquisition support, marketing and business development and technology road mapping.

Ian Robinson has joined Transitive Corp., Los Gatos, Calif., as vice president of marketing. Robinson most recently was solutions marketing director for VMware Inc.

Jonathan Benett joined enterprise integration consultants Blackstone Technology Group Inc., Arlington, Va., as a manager in the company's federal government practice. Benett most recently was senior director for strategic planning and business development for Management Systems Designers Inc.

Albert Love joined The Logistics Company Inc. as director of continental U.S. support base services. A former Army colonel, Love most recently was the civilian director of the Directorate of Logistics at Fort Bragg, N.C.

Chuck Teubner joined transportation operations center software developer Vidsys Inc., Alexandria, Va., as CEO. Teubner, who most recently was chairman and CEO of e-Security Inc., replaces Michael Mancuso, former VidSys President and CEO. Mancuso will remain on VidSys' board of directors.

Betsy Atkins, CEO of Baja Ventures Inc., was elected to VidSys' board of directors.

Michael Helfrich, an entrepreneur in residence with IDG Ventures, will serve as vice president of Corporate Development for VidSys. Helfrich most recently was founder of Blueforce Development Corp.

Rebecca Maddox, president and CEO of international specialty sales consultancy Maddox Smye LLC, was named to the board of directors of talent management software developer Kenexa Corp., Wayne, Pa.

Michael Singer joined telecommunications solutions provider Avaya Inc., Basking Ridge, N.J., as vice president for federal sector sales. Singer most recently was vice president of the government systems group at Embarcadero Technologies Inc.

Gina Dubbé, managing partner of venture capital firm Walker Ventures, was named to the board of directors for sensor systems solutions provider Augusta Systems Inc., Morgantown, W.Va.

Augusta Systems also named to its new board of advisers David Dalva, senior business development manager, security technology group, Cisco Systems Inc.; Michael Green, former vice president, worldwide sales, Fore Systems Inc.; Asad Davari, electrical engineering professor, West Virginia University Institute of Technology; Powsiri Klinkha-chorn, electrical and computer engineering professor, West Virginia University; and Dale McCloskey, federal sales director, Fidelis Security Systems Inc.

William McQuiggan, Wayne Turk and Patricia Wensel joined federal IT consultancy Suss Consulting Inc., Jenkintown, Pa., as consultants. McQuiggan, former CEO of Integrated Data Corp., will specialize in business development and proposal management. Turk, who most recently supported the National Guard Bureau in a major program implementation, will focus on program and project management. Wensel, a government accountant, auditor, analyst, and manager, most recently was with the Agriculture Department's Chief Financial Office.

Linda Hudson in December will join BAE Systems Inc., Rockville, Md., as president of the company's Land and Armaments division in Washington. Hudson, who is president of General Dynamics Corp.'s Armament and Technical Products division, will replace Tom Rabaut, who will retire at year's end.

Judith Douglas joined EDS Corp., Herndon, Va., as client industry executive in the company's U.S. government business. Douglas most recently was vice president of leadership and performance at the Council for Excellence in Government, where she led the Fellows leadership program for high-level federal employees, and launched the CIO Boot Camp for newly hired government CIOs.

Patrick Simon joined Science Applications International Corp. of San Diego in the company's operational intelligence solutions business unit as program executive for information operations, McLean, Va. Simon most recently was the senior officer on the Army staff responsible for Information Operations and senior advisor to the deputy chief of staff for Operations for the Army.

David Gutridge, CEO of MTC Technologies Inc., Dayton, Ohio, announced he will retire at year's end, although he will continue to serve on the company's board of directors. Rajesh Soin, chairman of the board and company founder, will assume the CEO responsibilities.

Anthony Jones joined Boeing Co.'s Integrated Defense Systems' Support Systems Business in St. Louis as training systems and services vice president. His responsibilities include leadership, growth and execution of Boeing military training programs. Jones most recently was deputy commanding general and chief of staff for the Army's Training and Doctrine Command, Fort Monroe, Va.
