DHS posts Eagle small-business winners

The Homeland Security Department today announced the 28 small-business winners of its $45 billion enterprise IT support services contract. The Enterprise Acquisition Gateway for Leading Edge Solutions, or Eagle, is a five-year contract with two one-year options.

Eagle is intended to help DHS establish a common IT architecture among the 22 agencies combined to form the department. The enterprise contract covers five categories:
Infrastructure engineering design, development, implementation and integration,
Operations and maintenance
Independent test, validation and verification
Software design
Management support services.
Wining and losing small-business bidders for Eagle were informed the week of August 25, but a public announcement was delayed as several size-standard protests were reviewed, DHS and Small Business Administration officials said.
Eagle has two segments: one for full-and-open competition and one restricted to small companies. The agency in June notified 25 unrestricted winners, which included such large federal IT contractors as Accenture Ltd., EDS Corp., Lockheed Martin Corp. and Northrop Grumman Corp.
