Who's on first?

Alfred Grasso was named president and CEO of The Mitre Corp., McLean, Va. He replaces Martin Faga, who retired from the position. Grasso also will continue as director of the Defense Department's Command, Control, Communications, and Intelligence Federally Funded Research and Development Center.

Michael Williams joined Apogen Technologies Inc., McLean, Va., as executive vice president of business development. Williams most recently was a senior program manager at Lockheed Martin Corp.

Devashish Ghosh joined Techbooks Inc., Falls Church, Va., in the newly created position of executive vice president of global operations, managing operations in the United States, Australia and India. Devashish most recently was chief operating officer of Wipro BPO. The company also has promoted Gurvinder Batra to the new position of chief technologist.

Mark Brown, former NASA astronaut and Air Force officer, joined MTC Technologies Inc., Dayton, Ohio, as COO. Brown replaces Don Weisert, the company's executive vice president and COO, who will retire at the end of the year. Brown most recently was vice president and general manger at Computer Sciences Corp.

Mac Jeffery joined Raytheon Co., Waltham, Mass., as vice president of global public relations and chief spokesperson for the company. Jeffery joins Raytheon from Samsung Group of Seoul, Korea, and New York, where he was senior vice president of global public relations.

Tom McMahon joined Qwest Communications International Inc. of Denver as director of corporate communications and government relations in the company's Washington office. McMahon most recently was vice president of communications and government affairs at WaveCrest Laboratories Inc.

Steve Haynes joined SCI Consulting Inc., Vienna, Va., in the newly created role of vice president of information assurance. Haynes most recently was director of business development and global security solutions at CSC.

Mike Madden joined Avatech Solutions Inc. of Baltimore as vice president of the manufacturing solutions group. Madden most recently was director of product lifecycle solutions for manufacturing solutions provider INCAT.

Christine Hipple joined e-learning developer Avilar Inc., Columbia, Md., as director of workforce development solutions. Hipple most recently was director of leadership and professional development at Magellan Health Services Inc.

Robert Russell joined IT consultancy Data Systems Analysts Inc. of Philadelphia as assistant vice president of business operations and ill oversee the company's Washington operations. Russell most recently was assistant vice president of government services at ChoicePoint Inc.

Greg Wheeless joined financial services provider CIT Group Inc. of New York as managing director and senior vice president, leading CIT Business Capital's government and contract services group in Washington.

James Ferris, industrial client group chief executive for global engineering and construction company CH2M Hill Inc. of Denver, will retire Sept. 1. He will continue as a director on CH2M Hill's board of directors and as a consultant and adviser to the company.

Rick Gow joined network security developer RioRey Inc. of Bethesda, Md., as director of enterprise sales. Gow most recently was national federal sales manager at ScriptLogic Inc.

Mark Gray joined Indus Corp., Vienna, Va., as senior vice president of strategic development. Gray most recently was senior vice president of business development at Anteon Corp.'s technology solutions group.

Paul Chan, former National Weather Service CIO, joined Caelum Research Corp., Rockville, Md., as vice president of science and technology. He also was CIO for the Agriculture Department's Economic Research Service and vice president at Science Systems and Applications Inc.

Russell Johnson joined optical wireless solutions provider fSona Systems Ltd., McLean, Va., as vice president of government programs, responsible for sales, business development and channel strategy. Johnson previously was director of government programs at GigaBeam Corp.

Jeff Connelly joined Lockheed Martin Corp. as senior program manager, Pacific Region. He will support the Pacific Missile Range Facility Operations and Maintenance capture effort and lead the development and implementation of a Pacific region strategy. Connelly most recently was commanding officer of the Navy's Pacific Missile Range Facility.

Lamont Hames and Patricia Popovich joined Access Systems Inc., Reston, Va. Hames is the new vice president of strategic programs. Hames most recently was chief of staff and senior program manager for NASA's Office of Small and Disadvantaged Business Utilization in Washington. Popovich is now senior vice president of management operations. She most recently was executive director for the State Department's Bureau of Diplomatic Security.


At KeyLogic Systems Inc., Morgantown, W.Va.: Michele Smith to finance director, overseeing all financial activities.

At Cernium Corp., Reston, Va.: Nikhil Gagvani to chief technology officer responsible for a broad role in product development from research and development to new product introduction.

At Northrop Grumman Corp.: Robert Frisbie to vice president of the company's information operations, the integrated use of electronic warfare, computer network and psychological operations, and security to influence adversarial decision-making.

At the company's IT sector, McLean, Va.: Edward Swallow to vice president of strategic capture and campaigns responsible for positioning, capture and proposal efforts and analyzing new IT market opportunities.

At Emdeon Corp., New York: Arthur Lehrer to president of company subsidiary ViPS, a part of Emdeon Business Services, its provider of health-care IT solutions to health payers and the federal government.

At Raytheon Co.: Tom Vecchiolla to vice president of business development and strategy at the company's Integrated Defense Systems division, Tewksbury, Mass.

At Social and Scientific Systems Inc., Silver Spring, Md.: In the company's computer systems and data analysis division, Allen Kendall to vice president for Web and systems projects; and Jeffrey McCartney to vice president for data analysis projects.

At Cherry, Bekaert and Holland LLP, Virginia Beach, Va.: Beverly Arviso to partner. Arviso is a member of the firm's government contractor services group and is based in Hampton Roads, Va.

At Access Systems Inc., Reston, Va.: Clarence Pape to vice president of the solutions division.
